The NRSPP is proud to announce that CILTA has been awarded delivery of CLOCS-A
The National Road Safety Partnership Program (NRSPP) began the Construction Logistics and Community Safety Journey – Australia (CLOCS-A) journey in 2016 with a webinar with Transport for London – who shared their approach and knowledge of CLOCS. Now after seven years, and an intense 18 months, the Chartered Institute of Logistics and Transport Australia (CILTA) has been entrusted with the delivery of CLOCS-A.
CLOCS-A is a national good practice approach for managing the risks and impacts associated with a construction project’s on-road transport and logistics activities to improve community road safety. With $200 billion in infrastructure projects forecast to be constructed over the next decade, most of which will occur in cities, safe and efficient logistics are crucial. Vulnerable road users are particularly at-risk, so CLOCS-A’s focus is on sharing the responsibility between the construction project, the transport company, drivers and the community to prevent incidents from occurring.
CLOCS-A features in the National Road Safety Strategy Action Plan 2023-25 and the New South Wales, Queensland and South Australian State Road Safety Action Plans.
“The CLOCS-A Standard will continuously improve over time and is an example of how industry, government and the community can come together to raise the safety of an entire sector” said Jerome Carslake Director of the NRSPP and Chair of CLOCS-A Steering Group (SG).
CILTA will take on the leadership and delivery of CLOCS-A from 1 July 2023. To support the operationalisation by CILTA they will be provided $300,000 in seed funding from Victorian Department of Transport and Planning, Major Transport Infrastructure Authority, Queensland Transport and Main Roads, Transport for NSW and Sydney Metro.
“CILTA will spend the next few months locking down the final operational elements of delivering the CLOCS-A Standard, such as the auditing framework and member registration. The plan is for CLOCS-A to go live later in 2023.
“Road safety is a shared responsibility and not the remit of any single person, organisation or business. We all have a role to play. CLOCS-A is the realisation of this philosophy which was highlighted in the 2015 coronial inquest into Rebekka Meyer who died while cycling due to a collision with a construction truck. The coronial inquest recommendations for trucks and the community will be realised through CLOCS-A nearly eight years later.
The development of CLOCS-A is only possible thanks to the amazing in-kind support provided by the SG members and the other 60 plus stakeholders involved over the past 18 months. Without their amazing contributions the quality of the Standard and the supporting program would not have been possible.
The CLOCS-A SG consisted of Acciona, ARTSA-I, CILTA, Victorian Department of Transport and Planning, HSE Global, Major Transport Infrastructure Authority, McConnell Dowell, NRSPP, Transport for NSW, Sydney Metro, Truck Industry Council and Transport for London.
