The Victorian Government established the Inquiry into the Victorian On-Demand Workforce (Inquiry) in September 2018, to examine the extent and nature of the on-demand workforce in Victoria. The Inquiry’s report, released in July 2020, noted the growth in on-demand platforms and the prevalence of models that operate outside labour regulations.

The Inquiry’s report included 20 recommendations to better protect gig workers, which the Victorian Government supported in‑full or in‑principle in its response to the Inquiry report in May 2021. Recommendations 8 and 9 proposed the creation of a support agency to serve as a one-stop-shop to support gig workers and on-demand platforms to understand what entitlements, protections and obligations might apply to them – established by the Government as the Gig Worker Support Service.
