NRSPP Launches Enhanced Program Partner to Help Organisations Measure and Improve Workplace Road Safety Culture

The National Road Safety Partnership Program (NRSPP) has unveiled a major revamp of its Program Partner (PP) initiative, introducing a new evidence-based tool designed to help organisations measure and strengthen their Workplace Road Safety Culture (WRSC).

The updated PP tier now incorporates a gap analysis and benchmarking tool, giving partners the ability to assess their current safety culture, identify strengths and weaknesses, and implement targeted actions to improve road safety outcomes within their workplace. The approach is grounded in a simple but powerful philosophy: “When you can measure it, you can fix it.”

A Research-Based Approach to Safer Roads

The redesigned PP process was co-developed through close collaboration with a diverse industry working group and is underpinned by extensive research into road safety culture and organisational behaviour. The revamp aims to make road safety a measurable, strategic component of organisational performance, rather than a standalone compliance activity. To align with the new model, NRSPP will archive existing PP and invite all former partners to renew their status under the enhanced framework.

How the New Program Partner Works

The updated process is streamlined but comprehensive, guiding partners through five key steps:
1. Create a Partner Profile – Establish an organisation’s presence within the NRSPP online platform.
2. Complete the Partner Measures Assessment Tool (PMAT) – A approx. 20-minute survey covering five core themes that define workplace road safety culture.
3. Receive a Results Report – A customised report outlining strengths, improvement areas, and actionable insights.
4. Develop SMART Actions – Partners self-nominate internal and external actions using the SMART framework (Specific, Measurable, Achievable, Realistic, Time-based).
5. Implement and Monitor Improvements – Actions are tracked over time to measure progress and continuous improvement. Partners can also opt for external actions as collaboration opportunities with NRSPP, such as contributing to working groups, developing thought leadership pieces, producing webinars, or sharing case studies. Once approved, PP will receive an official certificate of recognition, signifying their commitment to safer workplace driving practices.

Additionally, partners can request a customised NRSPP Driver Booklet tailored to their organisation’s specific policies and procedures, reinforcing consistent safety messaging across their workforce.

Secure Data and Insights

The NRSPP’s upgraded platform ensures data privacy and security. Each organisation’s PMAT report and profile are securely stored and accessible only to authorised users nominated by the partner. As participation grows, NRSPP plans to introduce sector-wide benchmarking, allowing organisations to compare their safety culture against peers in similar industries — an invaluable tool for continuous improvement and performance tracking.

Supporting Grey Fleet Safety

For organisations managing Grey Fleet (vehicles not owned by the company but used for work purposes), the PP initiative also integrates the Grey Fleet Safety Management Model (GFSMM). This tool provides partners with a detailed risk assessment report, helping them identify short-, medium-, and long-term strategies to improve safety outcomes across their grey fleet.

While the GFSMM tool is freely available for general use, only registered Program Partners receive a full analytical report and secure data storage within the NRSPP platform.

Collaboration for Industry and Associations

For peak associations, a simplified pathway allows them to bypass the PMAT stage and focus directly on developing and maintaining targeted safety actions in partnership with NRSPP. Peak associations can also champion NRSPP to its members who once a critical mass of PP is achieved within their sector, NRSPP will be able to generate industry benchmarking reports to identify trends, share lessons learned, and foster collaboration among peers.
