Victoria Police drink and drug-driving testing regime

Michael has been with Victoria Police for 18 years. He initially established a good grounding in general duties policing in both metropolitan and country Victori and for the past 11 years has been attached to Road Policing Drug and Alcohol Section (RPDAS). In more recent times Michael has been active in the training an research area of RPDAS responsible for the organisational training of police officers dealing with impaired drivers. His talk today is around the operational application and effectiveness of the Roadside Drink and Drug Testing Program by Victoria Police.

Morris Odell is Head of the Division of Clinical Forensic Medicine at the Victorian Institute of Forensic Medicine and an adjunct Associate Professor of Forensic Medicine at Monash University, Melbourne. Associate Professor Odell has practiced in the field of Clinical Forensic Medicine since 1991 and has worked full-time at the VIFM since 1996. He has extensive experience in all areas of Clinical Forensic Medicine including injury interpretation, adult physical and sexual assault, child abuse, drugs and alcohol and traffic medicine. He has presented expert forensic evidence in court on innumerable occasions. He has published articles and books on Traffic Medicine and other topics in the field of Clinical Forensic Medicine and has presented many papers at conferences. He is a medical advisor to the Victorian driver licensing authority and a senior physician at the only Fitness to Drive clinic in the state.

Crash risks and prevalence of drug-driving

Michael Fitzharris
Associate Professor Monash University Accident Research Centre (MUARC)

Michael leads the Regulation and In-depth Crash Investigation team at MUARC and works with the Injury Outcomes Research Unit. Michael has a particular interest in understanding factors associated with crashes occurring and how data can drive road safety policy. His recent research has focused on the serious injury crashes through the TAC funded Enhanced Crash Investigation Study (ECIS) and a multi-year Illicit Drugs and Driving study, funded through MUARC’s Baseline program. Michael has previously lived and worked in Southern Africa for a number of years and he has extensive international road safety experience. Michael will represent a research update on crash risks associated with illicit drug-driving and will discuss new policy moves from overseas.

Victorian Government new drink and drug-driving regime

Sharon Wishart
Senior Policy Officer, VicRoads
Sharon is a Senior Policy Officer with VicRoads. Sharon has been the Project Manager for the recently introduced drink and drug-driving law reforms, including development of the new drink and drug-driver behaviour change program and movement of program management to VicRoads. Sharon majored in Sociology and has extensive experience in road safety, behaviour change programs for mandated clients, community road safety programs and stakeholder engagement.

Preventing drink-driving fatalities through technology

Helen Reddan – Project Manager, Road Safety, Policy and Technical, TAC
Helen has worked for nearly twenty years in Drug and Alcohol, including case management, education and policy across numerous tertiary, non-Government and Government organisations. Since beginning at the TAC in early 2017, Helen has developed a particular interest in interventions that aim to reduce the number of alcohol impaired drivers on Victorian roads. Helen is currently working on two major technical projects that have the potential to interrupt incidences of drink-driving. Helen will present on these two technologies and provide an update on Victorian trials.
